It’susuallyahiddencost,quietlydeducted fromyourpaycheck,untilitisraisingfasterthanyourwages. InruralChenangocounty,thatpressureiscompoundedbysteadilyrisingpropertytaxesthateffectivelyriseabout4percentperyear.2percenteach,fromschooldistrictsandmunicipalities,increasesthathavestackedyearafteryear.Officialsoftencelebratestayingatorslightlybelowthetaxcap.
Yourincomegrowthnotbeingconsidered. Theresultbeingagrowinggapbetweeneffortandpayoff. Lastweek,theJAMANetworkOpen,reportedthatemployersponsoredhealthinsurancepremiumshaverisen342percentsince1999,whiletheemployeesshareofthosepremiumsincreased308percent. Overthesameperiod,CPIdatashowsworkerwagesincreased just119percent,whileinflationrose64percent.
Thismeanshealthcostshavegrownroughlythreetimestherateofworkers’earnings. Thestudyalsofoundthathospitalpricescontinuetoriseevenasadmissionsdecline.Thistrendofferslittlereassuranceforworkersandsmallbusinessesabsorbingthosecosts. Thesepressuresarepresentedclearlyinlocalbudgets.Lookingatmunicipalandschooldistrictspending,oneof,ifnotthelargest,lineitemisworkerhealthinsurance.
Asidefromfederalandstateaid,municipal/institutionalrevenueisgeneratedprimarilybypropertytaxes.Tobalancebudgets,governmentsrelyonassessedpropertyvaluestodetermineyourtaxlevyburden. Recently,boththecountyandthecityofNorwichpassedbudgets,thatsuggestrisingpropertyvaluesstrengthentheirrespectiverevenueprojections.
Thatassumptionintentionallyglossesoverinflationandaseriousequityproblem-assessmentsarenotupdateduniformlyinthecityoracrossmunicipalities.Yes,allmunicipalitiesdotheirassessmentsdifferently. AccordingtotheNYSOfficeofRealPropertyTaxServices,“MostRecentMunicipalReassessment”datatable,thecityofNorwichassessmentsarefrom1988.
Homeownerswhohavepurchasedpropertymorerecentlyoftenreceivereassessmentnoticesinthemailreflectingupdatedmarketvalues,thatcomealongwithsignificantlyhighertaxbills,whileneighboringpropertiesremainassesseddecadesinthepast. AsofMarch2025roughly35percentofthepropertyinthecityistax-exempt,addingtotheworkinghouseholdpressures.
Raisingtaxlevieseveryyearforthelast10years,accordingtothe2026 cityofNorwichbudget,outdatedassessments,shiftedtaxburden,combinetointensifyfinancialchallenges.Peopleareworking,butthesystemisincreasinglymisalignedwitheconomicreality.Costsandtaxesarerisingfasterthanwages.Assessmentslagdecadesbehindreality.
Theproblemismorethanaffordability.Mobilityisatrisk.HardworkingfamiliesareNOTthrivinginChenangoCounty. Thissteadyerosionandeconomicdebasementofhouseholdfinances changesbehavior.Thecumulativeeffectofrisinginsurancecosts,highertaxes,andunevenassessmentshavestalledupwardmobility. Inruralcommunitieslikeoursentrepreneurshiphaslongbeenoneofthefewreliablepathsforward.
Consequently,whenstartingabusinessmeansriskinghealthcarecoverage,multipleformsofinsurance,NYSEG(yes,themtoo)andunpredictabletaxexposure,thatpathbecomesdauntingtopursue.Thetrailheadisthere,butincreasinglydifficulttofind.Forexistingsmallbusiness,thehiddencostsofhealthinsurancecanslowinvestment,delayexpansion oraddpeopletotheirworkforce.
Overtime,Itbecomesakeyfactorinthedecisionwhenconsideringto grow hereorrelocate.Thesamecostsmayalsodiscouragenewbusinessesfromlocatingheretobeginwith. Further,familiesarefeelingthistoo.Manyareforcedintomoving toareaswithbetter/higherwagesandmoreaffordablehousing.Apropertytaxbillshouldnotbehigherthanyourmortgagebill.
